            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/09/91.

            3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
            COMPONENT, C2 (COMMAND AND CONTROL), CAS (CRISIS ACTION SYS),
            SUPPORTABILITY, INTEROPERABILITY, PLANNING.

            4. (U) TITLE: COMMAND AND CONTROL: WWMCCS Operator/Training

            5. (U) OBSERVATION: Need +or WWMCCS operations was
            under-estimated.


            6. (U) DISCUSSION: Initially, the directorates tasked to
            provide WWMCCS operators failed to consider the impact of
            providing personnel.  Consequently, personnel were provided for
            training who, during the actual crisis, were suddenly considered
            critical to the operations of their directorates. This caused
            additional expense of obtaining top-secret security clearances
            +or the replacement operators, as well the loss of time required
            to train them.


            7. (U) LESSON LEARNED: Provisions +or WWMCCS operators/training
            must be on-going to preclude crisis management situations during
            future deploynients/mobilization.

            S. (U) RECOMMENDED ACTION: a. Directorates: Take a long term
            view of WWMCCS tasking and attempt to identify quality personnel
            who can obtain a top-secret clearance and be detailed up to 14
            days a month for an indefinite time as WWMCCS operators with
            minimal disruption to the directorate.

                b. DPTM: Re-evaluate the position of assuming -Full
            operator support for WWMCCS from TDA non-deployable personnel.
y, 5 personnel could operate 3 eight hour shifts, 7
            days a week, without exeeding 80 hours per persont per pay
            period. However, allowing +or sickness, leaves, emergencies,
            resignation, and rotations back to their normal jobs, this could
            lead to serious gaps in WWMCSS coverage during times of crisis
            as well as not providing employees a full 80-hours of duty
            each pay period. Also, a division would lose employees
            permanently until the crisis was over. Ideally 13 people would
            provide optimum WWMCCS coverage and still allow personnel to
            work the majority of their 80 hours at their regular duties.
