           2. (U) Operation DESERT SHIELD conducted by USCENTCOM an 12/03/90.

           3. (U) KEYWORDS: No keywords..

           4. (U) TITLE: COMMAND AND CONTROL: C2 of Non-Deployables

           5. (?) OBSERVATION: Creation and staffing of a company for
           non-deployables was executed too late.

           6. (?) DISCUSSION: HHC, USAG was planning for the reception,
           processing, and caring of non-deployable soldiers. Once the
           actual non-deployable figures were known, the consensus was to
           create a separate company (including cadre). However, HHC USAG
           already had received the non-deployable soldiers.

           7. (?) LESSON LEARNED: Establish criteria -For non-deployability
           status that remains the same during exercises and for actual
           contingencies. This action will allow projections to be known
           so that proper planning can be accomplished.

           S. (?) RECOMMENDED ACTION: Installation CDR: Activate and fill
           the cadre of separate company prior to pulling non-deployables
           from deploying units.
