(1) (tt) Interviews and news conferences with US
prisoners of war, defectors, and other detained personnel
will not be granted unless authorized by OASD-PA. Press
contact will take place only after returnees receive medical
evaluation and appropriate briefings and debrielinga.
(2) (U) PA efforts will be Coordinated with other
staff elements Involved in dissemination of information
outside the command. Copies of press releases will be
provided to those elements.
(3) (U) Normally. PA personnel will not be assigned
additional duties except to fill in for a mission essential
function as a result of combat losses.
(4) (U) Arrangements for the media.
(a) (U) In the absence of commercial facilities,
commands shall provide megaing. billeting. transportation,
conununication support to allow the filing of news stories,
and other support to the media as the tactical situation
permits.
(b) (U) Expenses. Megaing arrangements in the
field will be provided to the media on a reimbursable basis.
Requirements for reimbursement should not interfere with the
media'g mission.
(c) (U) Simulated Rank. News media
representatives will normally be afforded the privileges of
an officer in the grade of 0-4 for the purpose of megging,
billeting and transportation. Military media (command
internal Information/Stars and Stripes) will be accorded
megging and berthing arrangements IAW their actual rank.
(5) (U) Communications. During the operation, news
media representatives will use commercial communications
facilities whenever they are available. When commercial
facilities are not available, the commanders will provide the
th either military transportation for media pool
products or communications support through the military
systems. Pool products will be treated as immediate
precedence traffic, and will be processed as soon as
possible, contingent on the tactical situation.
(6) (U) Geneva Convention Cards. Media
representatives deployed forward as part of the media pool
teams will be issued Geneva Convention ID Cards, DD 489, as
accredited news media representatives. Cards will Indicate
category TV. No specific rank equivalency is required.
