           4. (U) TITLE. OPERATIONS: Insufficient TAT Allocations


           5. (u) OBSERVATION: Small arms ammo and radios were not
           available to units during movement -from airfield, to port'and
           hence to TAA.


           6. (U) DISCUSSION: Units were moving as convoys prior to
           arrival of small arms ammo; soldiers were without protection.
           No 9mm ammo was available in theater. Units need access to
           PRC-77s or 127s down to company level for communications support
           during unit movements.

           7. (Lt) LESSON LEARNED: Communications capability and small arms
           ammo are needed for sel+ protection during unit movements from
           SPOD to Tactical Assembly Areas (TAT).

           S. (Lt) RECOMMENDED ACTION: When a deployment is to a Country
           without U.S. bases, TAT should be increased to provide 2C)-3C) rds
           small arms ammo for each soldier. In addition, Communications
           capability down to and including company level should be shipped
           as TAT. Both of these assets are needed +or self-protection
           during unit movements.
