           4. (U) TITLE: COMMAND AND   CONTROL: TRACKING OF NON-DEF'LOYABLE
           PERSONNEL


           5. (U) OBSERVATION: In many cases commander waited until just
           prior to departure to identify and transfer non-deploying
           soldiers. This created R temporary overload condition in the
           tracking and processing system which was not stabilized until
           a-Fte?r- the unit departed.

           6. (U) DISCUSSION: It is essential that units identify
           non-deployable personnel early in the deployment sequence and
           that an effective tracking system be in place to account -for
           these personnel.

           7. (U) LESSON LEARNED: With the Linit's command elements gone,
           accurate balancing of nc)n-deployed personnel was severely
           hampered.

           B. (U) RECOMMENDED ACTION: That tracking and reassignment of
           non-d6ployable personnel occur early in the deployment sequence
           while the unit command group is still available to assist in
           accounting of personnel.
