           4. (U) TITLE: COMMAND AND CONTROL: EARLY DEPLOYMENTS OF UNIT SI

           5. (U) OBSERVATION: MSC Sls deployed without transferring
           reponsibilities for personnel accountability to subordinate
           headquarters.

           6. (U) DISCUSSION: Several MSC Sls departed early in the
           deployment sequence and did not effectively transfer the
           responsibility for personnel accountability to subordinate
           headquarters.

           7. (U) LESSON LEARNED: In many cases, subordinate units were
           not aware that the daily accountability reports were required
           and had no knowledge an how to do them. Significant delays were
           experienced in obtaining accurate daily report from such units.

           S. .(U) RECOMMENDED ACTION: MSC Sls effectively integrate
           subordinate unit Sls into the personnel accountability system
           -For -Future deployments.
