          COMPONENT, LOSISTICS, TRANSPORTATION, AIRLIFT, COORDINATION,
          INTEROF'ERABILITY, PLANNING.

          4. (U) TITLE: C-2, LOGISTICS: Lack of Unity of Command

          5. (U) OBSERVATION:    Disagreements between the DACG (Rear) OIC,
          the DACG (Forward) OIC and the DOL representatives caused many
          problems during the deployment of the Division.

          6. (U) DISCUSSION: As far as I know, no meeting was held prior
          to the movement of the first units from Fort Riley between the
          DACG (Forward) and the DACG (Rear) OICs and representatives from
          the DOL.   This Caused serious confusion throughout the
          deployment as directives from the DACB (Forward) were changed by
          the DOL, directives from the DACS 4Rear) were overruled by the
          DACG (Forward), etc. This confusion spread from the leadership
          to the soldiers from the 34th Engineer Battalion and usually to
          the deploying units.

          7. (U) LESSON LEARNED: Lack of pre-planning contributed to
          disorganization of initial operation.

          S. (U) RECOMMENDED ACTION, Simply conduct a meeting with all of
          the key players in the operation prior to the movement of the
          -First units. Not necessarily a formal briefing, but rather a
          brainstorming session to envision all the problems that could
          arise during the deployment of 12,000 soldiers and what Courses
          of action would be best to solve them.
