           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

           3. (U) KEYWORDS: MILITARY SERVICE HO, FORSCOM, GUIDANCE/ORDERS,
           RWO (REAL WORLD OPS), USA (US ARMY), COMMAND RELATIONSHIPS, PLANS,
           FAVORABLE, CAPABILITY, COORDINATION, SUPPORTABILITY, TRAINING,
           CRIT2 (SERIOUS PROBLEM).


           4. (U) TITLE: C-2: FORSCOM DIRECTED NBC COMMON TASK TRAINING


           5. (U) OBSERVATION: Implementation of FORSCOM directive to
           ensure each deploying soldier was trained in a select list of
           NBC related common tasks (attached) was met for RC and non-lst
           ID (M) units.


           6. (U) DISCUSSION: AC/RC units could not deploy without each
           soldier being validated in NBC CTT tasks.
               Small units, without NBC expertise, required training as
           well as validation (testing) by G3/NBC Div (post Chemical had
           responsibility beginning Nov 90) personnel. Train-the-trainer
           was used +or larger units while G3/NBC and Post Chemical
           retained responsibility +or validating individuals as trained.
           This concept remained manpower intensive throughout.
               Record individual validations was maintained by a locally
           developed checklist. Beginning Nov 90, Post Chemical aiiumed
           responsibility for the training and provided checklists
           to Readiness Group, Fort Riley Operations (Maj
           Ramirez) for retention.


           7. (U) LESSON LEARNED: It was evident during training that the
           meaning of "NBC", as a subject, had changed from "NoBody Cares"
           to "EveryBody Cares".
