           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

           4. (U) TITLE- C-2. LIAISON WITH ITD AND POST ACTIVITIES


           5. (U) OBSERVATION: The establishment of early liaison with Ist
           ID (M) and F'ost activity POCS, who can effect resolution of CDE
           issues, is essential.

           6. (U) DISCUSSION: Delayed coordination Could have resulted in
           duplication of effort, incorrect reporting, and made required
           tasks more difficult to perform.
                (a) BZ/NBC established early liaison with the following
           offices: DMSO, DOL, CIF, RCB, DEH, Environmental, Optical
           Clinic, CECOM/AMCCOM LAO, as well as divisional officers for
           Class II/IV ASL and Strength Management.
                (b) POCs were designated. While they did not meet as a
           body, they did agree to procedures and were available after duty
           hours +or assistance, As   procedures were generated, they were
           incorporated,into updated  regulations.
                (c) B:!/NBC continued liaison with'the chemical officers and
           NCOs of lst ID (M) units,  conducted scheduled gatherings to
           discuss logistics issues,  and issued hundreds of written,
           informal messages/updates  to units.

           7. (U) LESSON LEARNED: Establishment of early liaison on a
           continltel.ing with deploying units is critical to accomplishments
        of a successful deployments.

           e. (U) RECOMMENDED ACTION: As above
