                                                                      04/19/91
                                    JULLS LONG REPORT

           1. (U) JULLS NUMBER: 32635-71596 (00240), submitted by RILEY
           PTM-MU, MR VAN METER, 856-2743, (913)239-2743.

           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 03/11/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
COMPONENT, C2 (COMMAND AND CONTROL), INFORMAT10N MANAGEMENT.

           4. (U) TITLE: C2: INFORMATION MGT: HISTORY OF DEPLOYMENT

           5. (U) OBSERVATION: Lack of clear plan to record the history of
           a deployment.

           6. (U) DISCUSSION: There needs to be a coordinated effort to
document any deployment. This documentation needs to include
photographs, VCR tapes, interviews, statiscal material, as well
as lessons learned. Such a collection of material and data
would preclude re-inventing the wheel during fucture movement.
A sole source for collecting this information needs to be
           established.

           7. (U) LESSON LEARNED.- There is a lack of historical material
           relating to the deployment of units for Operation Desert Shield;
           especially, photographic.

           B. (U) RECOMMENDED ACTION: That a POC be designated to effect
co-ordination with PAO, TASC, DOL, Garrison Operations, and
other staff agencies to ensure historical material is retained.
.The Museum Division should be the coordinating activity as they
have trained historians, are a garrison staff organization, and
           are not subject to deployment.

           9. (U) COMMENTS-. none
