           4. (U) TITLE: COMMAND & CONTROL: SUPPORT TASKING FOR RAILLOADING


           5. (U) OBSERVATION: EqLtipment/operator no shows, provided
           equipment not mission capable, and requirement +or formal
           tas@.,.ings.                             I

           6, IU) DISCUSSION: During -ail operations, not all tasked
           equipment was provided due to equipment shortages. Equipment
           that was provided arrived without being fully mission capable
           (i.e., missing slings for cranes, no slave cables -For wreckers,
           etc.). Operators oh numerous occasions arrived late and only
           after numerous calls were made to the supporting unit.
           Submission of numerous taskings only confused requirements.

           7. (U) LESSON LEARNED: Proper command and control by the
           deploying units Could have alleviated this issue.

           S. (U) RECOMMENDED ACTION: That tasked equipment arrive fully
           Mission capable and that tasked operators stay constant
           throughout the operation except for emergency. Shortaae of
           equipment should be contracted early on. Required tasking
           should be stated in the OPLAN with DOL, Transportation Division
           being required only to give required time line of operators.
