           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/07/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE

           4. (U) TITLE: COMMAND & CONTROL: SECONDARY LOADS

           5. (U) OBSERVATION: Secondary loads not properly secured.

           6. (U) DISCUSSION- Numerous vehicles early on arrived at the
           rail staging areas with secondary loads improperly secured
           causing some delays in loading the equipment on the railcars.

           7. (U) LESSON LEARNED: Proper training and prior inspection
           should eliminate secondary loads not being properly secured.

           S. (U) RECOMMENDED ACTION: That an alert holding area be
           established at a central location for equipment processing prior
           to equipment arrival at railhead, eliminating the requirement
           to fully inspect equipment at the loading site. Action is
           installation and deploying units.
