           2. (U) Operation DESERT SHIELD conducted by USCENTCOM an 10/09/90.

           3. (U) KEYWORDS: No keywords..

           4. (U) TITLE: Command & Control: Chain of Command


           5. (U) OBSERVATION: The chain of command for federalized RC
           units at Fort Riley is not clearly defined.

           6. (U) DISCUSSION: Confusion and duplication of effort occurs
           when multiple activities (such as Readiness Group, Mob Plans,
           DOL and the host unit) simultaneously try to work an issue
           involving one of the mobilized RC units.

           7. (0) LESSON LEARNED: Fort Riley needs to develop and define
           the command relationships for mobilized RC units.

           S. (U) RECOMMENDED ACTIONT Installation: Make the host unit
           the coordinating headquarters +or mobilized RC units.

           9. (U) COMMENTS: (Inserted by Mob Plans):
             a. The problem may be more of a proponency and coordination
           issue than a chain of command issue. For instance, if an issue
           involves two or more RC units simultaneously, then making each
           host unit the coordinating agency for its RC unit would inject
           duplication of effort into the situation.

                b. A possible solution is to make (or keep) the DCC as the
           coordinating agency. Once an issue surfaces, it should be
           brought to the attention of the DCC Duty Officer. This officer
           should then assign responsibility for the action to a given
           activity, and should channel information produced by other
           activities which may be working different facets of the same
ent for consolidation.

                C. The DCC Duty Officer must be ready to arbitrate
           differences of opinion regarding the importance or relevance (,f
           a given bit of information, or raise an i3sue to the DPTM or
           Garrison Commander level for solition. This situation is most
           likely to occur when two or more activities are working
           dif4arent but related facets of the same problem and the
           activity with overall responsibility chooses to ignore or
           downplay the significance of information developed by another
           activity.
