2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 10/05/90.
3. (U) KEYWORDS: No keywords..
4. (U) TITLE: C2: Ft Riley Operations Center
5. (U) OBSERVATION: The Operations Center, as it currently
exists, is minimally effective. While it should be a Garrison
+unction and is under the DPTM's mission, the G3 Operations and
DPTM Operations responsibilities are not clearly defined.
6. (U) DISCUSSION:
A. Current location of the Operations Division, DPTM,
precludes effective supervision of the Deployment Controi
Center. The Mob Operations is also separate.
S. No real central Operations Center exists, causing
delays, inefficient use of available manpower, hampering
coordination between mob and deployment missions, and confusing
command and control between 63 and DF'TM Operations.
7. (U) LESSON LEARNED: The Garrison needs an Operations Center
that can accommodate deployment and mobilization missions in one
facility.
S. (U) RECOMMENDED ACTION: Garrison Commacnder: Designate
a portion of Bldg 509 as the Garrison Operations Center, and
consolidate all DPTM Operations functions in Bldg 509 to include
WIIMCCS, ROTC Liaison, and the EOC,
9. (U) COMMENTS: The need of G3 Plans to expand Would also be
met by this proposal.
