           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/05/91.

           3. (U) KEYWORDS: PLANNING, RWO (REAL WORLD OPS), USA (US ARMY),
           ACTIVE COMPONENT, C2 (COMMAND AND CONTROL), COMMAND RELATIONSHIPS,
           LOGISTICS, TRANSPORTATION, AIRLIFT, UNFAVORABLE, COORDINATION,
           INTEROPERABILITY, CRIT3 (IMPORTANT PROBLEM).

           4. (U) TITLE: Command and Control: PAX Arrival at Forbes

           5. (u) OBSERVATION: Late arrivals of departing personnel.

           6. (u) DISCUSSION: The decision to bring troops forward should
           be left with the Forward OIC. No one should try to interfere
           with this coordination between the Forward OIC and Rear OIC. The
           Confirmation of flights cannot be obtained until 1 1/2 - 2 hours
           prior to arrival and then the credibility of that information
           was based on experience With that airline and weather. It too[,,
           1 1/2 hours to load 400 passengers an coaches and 1 1/4 hour to
           drive from Fort Riley to Forbes. Second Brigade wanted rucks to
           come up with Passengers on coaches. That is okay, but the
           passengers must arrive prior to aircraft arrival rather than two
           hours prior to departure of aircraft. We could have the
           passengers on way to Forbes and no aircraft coming for ten
           hours.

           7. (u) LESSON LEARNED: To prevent late arrivals of departing
           personnel, command and control should be vested solely with the
           Forward OIC and the Rear OIC.


           S. (u) RECOMMENDED ACTION: Rucks and A&B arrive Forbes at least
l for commercial
           flights. For military flights all pallets and vehicles arrive
           IS hours prior to aircraft and passengers have only their carry
           on baggage with them.
