           4. (U) TITLE: DEPLOYMENT: POLICY FOR ELECTRICITY TURN OFF


           5. (U) OBSERVATION: Electricity was completely shut @@ in some
           buildings during a very cold spell. This Caused several pipes
           to freeze and break.


           6. (UN DISCUSSION: Units were given specific intSrL.tCtions iot
           to turn off breakers in buildings. Apparently Some units turned
           off all electricity to their buildings in Rn effort to conserve
           elf--r,tricitv. This did reduce the electrical consumption, b@-t,t
           Caused a Much higher repair bill when the pipes broke.

           7. (U) LESSON LEARNED, Utility shutdown procedures need to be
           .given more priority.

           B. (U) RECOMMENDED ACTION-. DF'TM OF'NS: Insure that UF'ECO
           instructions in deployment plan include and emphasize importance
           @o-F leaving electricity in buildings on.
