           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/07/91.

           3. (U) KEYWORDS: ACTIVE COMPONENT, RWO (REAL WORLD OPS), USA (US

           4. (U) TITLE: LOGISTICS: TRANSPORTATION OF BBF'CT&S SECONDARY LOAD
           SUPPLIES

           5. (U) OBSERVATION. Many units show up to pick up secondary
           load Blocking, Bracing, Packing, Crating, Tiedown, and Shoring
           (BBPCT&S) with too few vehicles.


           6. (U) DISCUSSION- Many units show LIP with only about half of
           the vehicles needed to pick up their BBPCT&S. An example of
           this is a unit trying to pick up 300 conex inserts in one 2-1/2
           ton truck. Conex inserts come 50 to a pallet. Six pallets will
           not -Fit an one truck.


           7. (U) LESSON LEARNED:  Make sure units realize the number- and
           types of vehicles needed to haul material.

           e. (U) RECOMMENDED ACTION:

               a. DPTM OPNS: Require units to annotate the number of
           vehicles needed when Submitting request -For material on DA Form
           42e:Y..


               b. DPTM OPNS: Amend deployment plan to include the unit of
            ssue, weight, and cube of common BBF,CT&S items, including
           pallets of cone;., inserts and plywood.

               C. DPTM OPNS: Attempt to deconflict BBPCT&S draws with
           painting a-F vehicles.

               d. DPTM OPNS: Amend deployment plan to require units to
           give DEH 4-hour advance notice if units cannot pick Lip requested
aterials in one lift.


           9. (U) COMMENTS: Smooth issue of BBPCT&S requires knowledge of
           WT, Cube, & unit of issue Of BBPCT&S items and max load capacity
           of vehicles; & deconfliction of synch matrix activities to make
           Sufficient vehicles available.
