           4. (U) TITLE: LOGISTICS: MATERIEL: WASTE OF CONEX INSERTS


           5. (U) OBSERVATION: Several units used new flattened conex
           inserts and lids as cushioning material for tiedowns.

           6. (U) DISCUSSION-. Several hundred conex inserts were
           needlessly wasted by using them to protect secondary loads from
           cables and strapping material. The DEH recycling center had
           hundreds of tons of scrap cardboard turned in to be recycled.
           This could have been used instead of new cone>t inserts to
           protect secondary loads. At $2C) per insert, this Could have
           saved the government a sizable amount.

           7. (U) LESSON LEARNED: Some units did not try to conserve or
           wisely use the resources issued for deployment.

           S. (U) RECOMMENDED ACTION:


              a. DEH: Maintain   on-hand stoc ks of 20-30 tons of cardboard
           +or use as cushioning material.

              b. DPTM OPNS: Amend deployment plan to encourage unit to
           use recycled cardboard rather than conex inserts to protect
           secondary loads from cables and strapping material.
              C. Bde S-4: Review load plans and cone,,, insert  'requirements
           of subordinate units.


           9. (U) COMMENTS: Waste of any type is discouraged. However,
           the man-hour cost of reviewing load plans for possible
   overestimates of conex insert requirements may well exceed the
           estimated loss of $400C@-$BOOO in wasted inserts.
