          2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/07/91.

          4. (U) TITLE: LOGISTICS: DEMAND EXCEEDS EXPECTED REQUIREMENTS ON
          BBPCT&S MATL


          5. (U) OBSERVATION: The demand *or BBPCT&S exceeded the
          identified requirements by up to 1000%.

          6. (U) DISCUSSION: Units requested more BBPCT&S material than
          identified on their previously submitted DA 4283 Work Order
          Requests. Previously, the units identified their needs based on
          a POMCUS deployment. An increase in requirements was
          anticipated, but not of this magnitude. Many units padded their
          requirements just to make sure they had enough material. This
          would not have been bad if they had returned their excess. Very
          few did. Most just pitched the extra material. This excess was
          identified by viewing the sanitary landfill, the construction
          landfill and the recycling center.

          7. (U) LESSON LEARNED: Do not issue 100% of requested material
          without good justification.

          8. (U) RECOMMENDED ACTION:


             a. Units: Provide early identification of requirements for
          all types of moves and update requirements frequently.

             b. G4: Validate requirements so proper materials will be on
          hand.


          9. (U) COMMENTS: In the excitement of the move, many units
          started spending as if they had CARTE BLANCHE. They seemed to
          have little regard -For spending restrictions.
