           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/04/91.

           4. (U) TITLE: LOGISTICS. AMMO: UNTRAINED PERSONNEL AT ASP
           RESIDUE TURN-IN POINT


           5. (U) OBSERVATION: Personnel at the ASP residue turn in point
           were improperly trained and lacked experience.

           6. (U) DISCUSSION: During deployment (Desert Shield) permanent
           party personnel working at the ASP were pulled and reassigned as
           fillers for deploying units which left unexperienced personnel
           running the residue point at the ASP.

           7. (U) LESSON LEARNED: Replacement by untrained personnel at
           the residue turn-in point caused a severe slow down in the ASP
           operation and in some cases confusion in the processing of
           paperwork.

           B. (U) RECOMMENDED ACTION: That personnel working at the ASP be
           retained, or identified and trained in advance to keep
           continuity in the ASP operation.
