           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/04/91.

           4. (U) TITLE: LOGISTICS: ABSENTEE BAGGAGE ACCOUNTABILITY

           5. (U) OBSERVATION: Deploying units did not conduct proper
           absentee baggage inventories in accordance with AR 700-84 and AR
           600-8-1.


           6@ (U) DISCUSSION: B Co, USAG, Supply personnel accepted
           absentee baggage with incorrect inventories. Since the unit was
           a provisional company, the baggage should have been assigned to
           HHC, USAG, or Installation Property.

           7. (U) LESSON LEARNED: Proper inventories in compliance with AR
           700-84 and AR 600-8-1, location +or baggage, and
           responsibilities should be identified early in the deployment
           phase.

           e. (U) RECOMMENDED ACTION: That procedures for accountability
           of absentee baggage inventories be covered in future deployment
           plans.
