2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/22/91.

4. (U) TITLE: LOGISTICS: FREE - TURN-IN WHSE TO SEPARATE USABLE
AND SCRAP PROPERT.Y.
5. (U) OBSERVATION: Units and activities turning property into
the Defense Reutilization and Marketing Office (DRMO) loaded
scrap on top of useable materiel.
6. (U) DISCUSSION:
8. DRMO personnel were tasked to retrieve high dollar value
items turned in with scrap property. This situation should have
been corrected by the DOL.
b. The property should have been stored in a warehouse until
Supply Division determined whether the items should be returned
to the depot or sent to the DRMO. The DRMO handled this
function; DOL was called to the DRMO Warehouse to review the
property.
7. (U) LESSON LEARNED: If a free turn-in point had been
established, useable and scrap would not have been mixed on one
truck.
S. (U) RECOMMENDED ACTION: DPTM: Coordinate with DOL and DEH
to designate a warehouse for free turn-in of property; include
this point in the Fort Riley Deployment Plan.
