           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

           4. (U) TITLE: LOGISTICS: PERSONNEL CAPACITY LIMITATION AT FORBES
           FIELD


           5. (U) OBSERVATION: The facilities at the DACG (Rear) could
           accommodate up to 800 people at one time in case of weather or
           other delays to +lights. However, Forbes could only accommodate
           approximately 250 peopie at one time.

           6. (U) DISCUSSION: This problem is related to the problem of
           sending passengers forward to Forbes before the aircraft had
           arrived. There was one instance when a chalk of 350 personnel
           was sent forward prior to aircraft arrival. After their
           arrival, they were informed that the plane had experienced
           mechanical difficulties and would not arrive for another e
           hours. Those 350 personnel ended up staying on busses +or 8
           hours at Forbes Field.

           7. (U) LESSON LEARNED: The Division must be willing to spend
           the money to ensure that deploying soldiers are as comfortable
           as possible be-Fore they go to combat. There is a civilian
           terminal at Forbes Field that was offered to the DACG from the
           outset of the deployment, but it was not used until after the
           entire division had deployed. That terminal should have been
           in use since Day 1.

           S. (U) RECOMMENDED ACTION: That pre-deployment planning include
 will be dispatched to Forbes and facilities where
           personnel will be accommodated while awaiting arrival of
           flights.
