           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/07/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
           COMPONENT, LOGISTICS, FACILITIES, COORDINATION, INTEROPERABILITY,
           PLANNING.


           4. (U) TITLE: LOGISTICS: Building Access After Units Deploy

           5. (U) OBSERVATION: Other agencies required access into
           buildings once UPECO signed +or and secured buildings after
           units had deployed.

           6. (U) DISCUSSION: Many outside agencies (Contractors, Cencom
           Cable Company, Vendors, etc.) needed access to buildings to
           complete existing work started or to start new work. This
           required UPECO representatives to stop their USACB mission and
           assist these agencies. Wasted man-hours could have been avoided
           if coordination had been made prior to the unit's deployment.

           7. (U) LESSON LEARNED: All agencies involved in a major
           deployment of a military installation should establish
           coordination with each other to eliminate wasted man-hours for
           all parties involved.

           S. (U) RECOMMENDED ACTION: That future planning for deployment
           stress the importance of a coordinated effort by all supporting
           agencies.
