           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/OS/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
           COMPONENT, C2 (COMMAND AND CONTROL), ORDERS, ACCOUNTABILITY,
           INTEROPERABILTTY, PLANNING.

           4. (U) TITLE: LOGISTICS: Units Store Excess Property

           5. (U) OBSERVATION: Units were trying to store excess property
           in motor pools and unit billets.

           6. (U) DISCUSSION: During pre-UPECO checks and actual UPECO
           inventories, several units wanted to retain their organizational
           equipment and excess property within unit areas and motor pools.
           Commanders attempted to have UPECO representatives sign for
           property. Commanders were told by DOL there was no guaranties
           that excess property and organizational property left in unit
           would be there when they returned nor would any USACB UPECO
           representative sign +or this property.

           7. (U) LESSON LEARNED: Commanders must ensure that guidance for
           property accountability during deployments is enforced.
