                                     JULLS LONG REPORT

           1. (U) JULLS NUMBER: 31933-97520 (00191), submitted by RILEY
           AFZN-PTM-C, MR WALTER, 856-2225, (913)239-2225.

           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

           3. (U) KEYWORDS: NBC EQUIPMENT, MILITARY SERVICE HQ AMC, PLANNING,
RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE COMPONENT, PLANS,
           EQUIPMENT, ACCOUNTABILITY, SURVIVABILITY, MATERIEL.

           4. (U) TITLE: LOGISTICS: SPECIAL ISSUE OF PROTECTIVE MASKS

           5. (U) OBSERVATION: A comprehensive mask serviceability check
had to be conducted within and for ist Infantry Division.
Several lst ID (M) soldiers could not be fitted with the
           standard M17 series Protective Mask.

           6. (U) DISCUSSION: FORSCOM MSG, FCJ3-CAT, Subject: Individual
CDE Status Report, DTG 23020OZ Aug 90, required every soldier to
be issued a correctly fitted protective mask prior to deployment
           to SWA.
As a consequence, Ist ID (M) required all units to conduct a
100% serviceability inspection of its protective masks, to
include identification of soldiers who could not be fitted with
           standard M17 series masks.
Ist ID (M) NBC Division (lLT Michelle Wrigglesworth) then
arranged an AMCCOM sponsored assistance team (4 persons) to
visit Fort Riley. During the period of 19 thru 22 NOv 90, the
team DXed unit unserviceables, made direct issues to needing
           units, and assisted hard-to-fit soldiers.
Duri-ng the visit the team brought some 15 small M40
Protective Masks (a new series mask not yet fielded to the
Division) for issue to soldiers who were unable to be sized with
           the X-SmaIl M17 series mask.
After the team visited, there continued to be further
requests to outfit soldiers with special masks: Two small and
five medium M40s, 10 small M42 tanker's masks and four Air Force
Aviator's Chemical Protective Masks (MCU2P) with repair kits
plus a brigade float of four MCU2P (AMCCOM POC was Al Cramblett)
In all cases, it was understood by the needing unit that the
repair parts supplied with the above special issues would not be
resupplied in theater. (Special issue M40 series masks included
           some four canisters each.)
It is to be noted the M43 masks, while required for aviators,
especially Apache helicopter pilots, were just coming off the
assembly line in November 1990. Per AMCCOM (SFC Chambers), the
order of priority for issue was Apache pilots, pilots in support
of the Apache (OH58D), hard-to-4its and all other rotary wing
aircraft. Consequently, lst ID (M) could not realize them until
they were in country (Jan 91 or later)

           7. (U) LESSON LEARNED: Request to AMCCOM support was critical
to successful deployment of lst ID (M).
