           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), GUARD

           4. (U) TITLE: LOGISTICS: TIMELY FILL OF REQUISITIONS FOR CDE AT
           MOBILIZATION STATION

           5. (U) OBSERVATION: Shortage identification and cross leveling
           attempts at Home Station (HS) were incomplete.

           6. (U) DISCUSSION:


              a. Attempts by RC units to inventory and conduct
           serviceability checks a+ unit CDE were fair to poor, and not
           generally done be-Fore alert.

              b.   At MS, there is not sufficient time to:

                   (1)  Draw from Rc storage sites.

                   (2)  Inventory.

                   (3)  Process requisitions.

                   (4)  Receive fill before completion of railroad.

              C. Hence, MS had to require on post units to release
           authorized pieces a+ needed equipment or request fill +ram state
           USPF&OS, Fifth U.S. Army or U.S. Army MATES in order for the
           unit to deploy with even individual NBC protective equipment.

           7. (?) LESSON LEARNED:


           e. (U) RECOMMENDED ACTION:

              a. To assure timely receipt of requisitions (at Supply &
           Services, DOL, MS), skilled MOS 54B personnel must:

                   (1) Inform units be-Fore alert of expectations in CDE
adiness using Fifth U.S. Army approved checklist of actions,
           attached.


                   (2) Conduct comprehensive inventory of NBC equipment at
           HS.
