            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/05/91.

            4. (U) TITLE: LOGISTICS: BUMP BAGS ON COMMERCIAL AIRCRAFT

            5. (U) OBSERVATION: Bumped bags were not properly located or
            identified.

            6. (U) DISCUSSION: During the first half of the deployment, the
            "bump" bags were not properly located and identified. Bump bags
            (rt.tcks and A&B) should not be on separate truck or marked with
            ENG TAPE and placed on the trailer first, to be the last off
            loaded.

            7. (U) LESSON LEARNED: Need plan for procedure% to handle
            "bump" bags.

            S. (U) RECOMMENDED ACTION: Bump bags should follow the criteria
            below-


               747 - All above 350.
               DC-10 - 15.
               L1011 - 15.
               390 pax - 40 pers bump plan.

            There should be no less than 15 bump persons +or each flight.
            The DACG rear developed a plan that bump persons were the last
            ones listed on the manifest. Action is installation and
            deploying units.
