            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/07/91.

            4. (U) TITLE: Logistics: Railcar Switching

            5'. (U) OBSERVATION: Delayed loading times.

            6. (U) DISCUSSION: Some delays in loading times were
            experienced as a result of car switching. This occured normally
            when the passing track was in operation as a loading site. When
            this occured, the railroad had no car holding area in Funston
            for loaded or empties. Therefore, switch engines had to make
            runs into their Junction City yards with loaded cars and return
            with empties, Which was time consuming.

            7. (U) LESSON LEARNED, More loading spurs are needed that could
            reduce railloadi;ng time in half.

            B. (U) RECOMMENDED ACTION: That the installation pursue the
            NATO funded project to construct six additional loading spurs in
            the Funston area. This project would cut railroad time in half
            for a division deployment, and trains would not have to leave
            the installation until they are ready to be pulled by the
            servicing railroad. Action is installation.
