          4. (U) TITLE: LOGISTICS: INCREASED DEPLOYMENT EXERCISE TRAINING

          5. (U) OBSERVATION: Currently exercises, i.e., DEPEX Manhattan,
        ..are too infrequent and of too short duration to prepare staff
          activities -For real world problems.

          6. (U) DISCUSSION- The infrequency of deployment exercises
          Coupled with the turnover of key military and civilian personnel
          resulted in many time-consuming, avoidable delays during the
          Opera-Lion Desert Shield deployment. Confusion involving
          appropriate staff action Could have been minimized with more
          training at both the directorate and the garrison level. More
          frequent training would expose GOC representatives to pertinent
          deployment documents, i.e., the TPFDD and Crisis Management
          Report, and the impact of changes thereto. Additionally, it
          would enhance directorate knowledge not only a-F internal
          responsibilities but RISC Of interaction required with other
          BASOPS activities.

          7. (U) LESSON LEARNED: Frequent deployment exercises are needed
          to maintain directorate knowledge of procedures.

          S. (U) RECOMMENDED ACTION: DPTM should schedule quarterly
          internal directorate deployment exercise training and
umentation
          requirements to be developed and purified in advance and lessons
          learned to be incorporated into deployment plans prior to,
          rather than after the fact. Additionally, it would facilitate
          development of an in-depth BOC SOP.
