           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/07/91.

           LOGISTICS, FACILITIES, COORDINATION, PLANS, CRIT3 (IMPORTANT

           4. (U) TITLE: LOGISTICS: EQUIPMENT PAINTING


           5. (U) OBSERVATION: Duplication of effort and loss of time on
           scheduling and painting.

           6. (U) DISCUSSION: Unnecessary time was spent coordinating unit
           rotations. An initial schedule was published but continuous
           modifications were made without notifying the responsible
           activity. Units were confused on the schedule and individual
           item priorities. Time was lost while waiting staff resolution
           of even simple scheduling conflicts.

           7. (U) LESSON LEARNED: none


           S. (U) RECOMMENDED ACTION: That schedules, guidelines, and
           priorities be coordinated with the responsible activity.
           Changes should also be coordinated and published. Upon
           publication a+ the plan, the responsible activity should become
           the coordinator.
