           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

           COMPONENT, GUARD COMPONENT, RESERVE COMPONENT, LOGISTICS,
           FACILITIES, UNFAVORABLE, ACCOUNTABILITY, SHORTAGE, CRIT3 (IMPORTANT

           4. (U) TITLE: LOGISTICS: DOL RESERVE COMPONENT SECTION:
           (PROPERTY)

           5. (U) OBSERVATION: Units departing Fort Riley left with RCS
           property.

           6. (U) DISCUSSION: Units using RCS facilities departed Fort
           Riley with foot lockers and linens belonging to the RCS.
           Reports of Survey were initiated.

           7. (U) LESSON LEARNED: Control of RCS property can be
           maintained through training and technical assistance.

           B. (U) RECOMMENDED ACTION: DOL, RCS will provide units
           technical assistance in supply procedures, pertaining to
           accounting and control of branch property. This should prevent
           recurrence of similar situations.
