            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

            3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE

            (IMPORTANT PROBLEM).

            4. (U) TITLE: Logistics: Ordering Local Purchases an a Timely
            Basis

            5. (u) OBSERVATION: Supply/Services Division, DOL personnel
            unable to give Directorate of Contracting (DOC) buyers a date to
            furnish to the vendor when items had to be received by deploying
            unit for railload.

            6. (Lt) DISCUSSION: Railload dates were classified. DOC buyers
            would call and ask when the unit was leaving to determine what
            was the latest the vendor could deliver and still get
            railroaded. The best we could tell them was once a unit was
            using 9BU 0'4 they were 14 days from railload. We didn't know
            when the unit starting using 9BU 02, so it made it hard to tell
            when 14 days were up.

            7. (u) LESSON LEARNED: Deploying units must give
            Supply/Services Division a better lead time for ordering local
            purchases to ensure items arrive before deployment and no
            classified information is devulged.

            S. (u) RECOMMENDED ACTION: Some method be devised so that
            supply clerks in Supply/Services Division will be able to advise
            buyers at DOC as well as item managers at Depot with accurate
            information of when the item has to be here.
