4. (U) TITLE: Logistics: Operations Branch Personnel and
Equipment Plus-up
5. (u) OBSERVATION: TDA personnel and material handling
equipment authorization is insufficient to support additional
missions assumed from the Ist Infantry Division and to Support
the extraordinary amount of inbound freight and turn-in of
excess.
6. (Li) DISCUSSION: Due to the accelerated deployment schedule
and the commander's desire to allow deploying soldiers block
leave prior to deployment, the Supply/Services Division assumed
and operated normal Support missions operated by the DISCOM and
some installation support missions Much earlier in the
deployment time schedule than planned for. The Supply/Services
Division, Operations Branch, as planned, was to accept residuals
in Class 11, III Package and IV Supplies. Instead, upon
notification of deployment the Operations Branch assumed
complete operations, which included receipt and issue of all
D'ivision supplies and equipment, assisted units in out loading
supplies and made all deliveries of supplies received by the
installation.
In addition to the fourteen temporary hires, initially
forecast, the Operations Branch was augmented with three motor
vehicle drivers from Range Branch, DPTM and USACB, six soldiers
from USAG, three additional prisoners from USACB. Equipment
shortages were made up through lease of 7 2/4@"' forklifts and 3
6K all terrain forklifts, loan of one 5-ton tractor trailer and
driver from ICPB, three additional 5-ton stake trucks from TMF',
two 5,OC@O gallon fuel tankers from the USAR equipment
concentration site, plus two 6,000 pound RT and one 10,000 pound
RT forklifts from USAR.
7. (LO LESSON LEARNED: Without the prop'er TDA personnel and
material hauling equipment -For the Operations Branch of DOL
support to deploying units is greatly diminished.
S. (Lt) RECOMMENDED ACTION: In future deployments total number
of temporary hire employees Should be raised -From 14 to 23
(USACE and USAG cannot be counted an to provide support in
future deployments, due to pending de-activation). Materiel
handling equipment lease should be increased to include
