          2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/05/91.

          4. (U) TITLE: Logistics: SLtbmission/Cancelation of ReqLtiStiOnS
          from MOB Units


          5. (LI) OBSERVATION. Submission of requests for issue and
          cancellations from mobilizing units were not accomplished within
          the mobilization guidelines in Army regulations.

          6. (LI) DISCUSSION-. In most cases, when units were mobilized to
          Fort Riley, units either had or later prepared requests for
          equipment shortages but rarely were any cancellations of prior
          requests submitted to release Reserve/National Guard
          appropriation funds.

          7. (LI) LESSON LEARNED, Proper chain of command channeling of
          information will reduce supply problems.

          S. (LI) RECOMMENDED ACTION- Although Fort Riley received several
          messages outlining procedures from FORSCOM, some mobilizing
          units Supply personnel were not aware or knowledgeable of these
          directions. CONSUSA's/ARCOMs need to emphasize that this
          information +low to supply sergeant level.
