            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/04/91.

            3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
            COMPONENT, LOGISTICS, EQUIPMENT, UNFAVORABLE, AVAILABILITY,
            CAPABILITY, CRIT3 (IMPORTANT PROBLEM).

            4. (U) TITLE. Logistics: Central Issue Facility Equipment
            Shortages

            5. (Lt) OBSERVATION: A shortage of equipment to per-Form required
            tasks.

            6. (Lt) DISCUSSION: Due to the tremendous work load increase
            from incoming shipments of equipment unique to Desert Shield,
            the contractor was unable to store, issue, or move equipment
            with internal assets.

            7. (u) LESSON LEARNED: The appropriate equipment should be
            on-hand through lease/contract to accomplish the mission.

            S. (u) RECOMMENDED ACTION: That Transportation Division lease a
            5-ton stake body truck, a 1/2-ton pickup truck, and one set of
            portable lights. That Supply/Services Division lease one
            6,000-poLtnd forklift and a pager for the Project Manager.
