          2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/i)6/91.

          4. (U) TITLE: Logistics: Material Handling Equipment Shortages

          5. (Lk) OBSERVATION: The Installation does not have access to the
          specialized materiel handling equipment required to properly
          handle 20 foot and 40 foot Sea/Land containers.


          6. (Lk) DISCUSSION- During the deployment of units from Fort
          Riley, 20 +cot and 40 foot Sea/Land containers and milvans were
          used extensively to ship Supplies Such as the Division's ASL and
          equipment which could not be loaded on the units organic rolling
          stock. Although containers were ordered with a chassis, the
          containers and chassis arrived as separate units which required
          assembly once they arrived at the installation. Quite by
          chance, there was one DV43 container handler carried as a
          SLtbStitLttL- item in a non-deploying Linit@, without this rare piece
          of equipment, the task of assembling and loading containers
          Would have taken so long, using available 20 ton cranes that the
          movement schedule could not have been met.

          7. (Lk) LESSON LEARNED- Proper material handling equipment
          should be on hand or under contract to prevent late movement
          schedules.


          S. (u) RECOMMENDED ACTION: The installation develop a standing
          contract +or short term lease with Taylor Machine Company,
SVille, Mississippi, who also manufacture mobile container
          handlers. Taylor Machine estimates they can transport and
          assemble a container handler at Fort Riley within 10-14 days of
          notification. Estimated cast for a 60 day lease is 3o,000.
