            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/04/91.

            4. (U) TITLE: Logistics: Drawing Basic Load of Meals/Ready-to-eat

            5. (u) OBSERVATION: Units had problems drawing their basic load
            due to transportation.

            6. (u) DISCUSSION: Units did not draw their basic load until
            after their vehicles were rail loaded. This caused units
            transportation problems even though they were provided with one
            or two "loaners" from Transportation Motor Pool (TMP). Most
            vehicles were commercial type which were not compatible with
            loading docks, causing some problems. Units had to make several
            trips to complete their draw.

            7. (u) LESSON LEARNED: To prevent loading problems, the drawing
            of basic load of meals, should be prior to rail loading.

            S. (u) RECOMMENDED ACTION: Future plans should call for the
            drawing of basic load prior to rail loading.
