           4. (U) TITLE: Logistics: DOL/IPECO: Units Lack Knowledqe of
           Supply/Services Issues

           5. (Lt) OBSERVATION. Lack of dissemination of in-Formation to Ltser
           level.

           6. (Lt) DISCUSSION: Prior -to the implementation of IF'ECO there
           were an enormous amount of inquiries regarding procedures. it
           was evident that commanders did not have or had not read the
           operations order.

           7. (LO LESSON LEARNED- '@ac@.,. of in-formation on SLtpply/services
           issues could be resolved through briefings and "hotline"
           numbers.

           e. (Li) RECOMMENDED ACTION: A. Briefings should be conducted in
           the early stages to inform commanders of procedures and.give
           them a chance to ask questions.
                B. A "Hotline" number -for commanders to call for- overall
           sLipply/services questions would be very beneficial. While
           having the appearance of extra work it would actually save
           manhours by having tasks completed correctly the first time. it
           would not be a duplication of Garrison Operations because it
           Would deal with sLipply/services issues only or direct callers to
           another point of contact. The telephone should be equipped with
           conference capability. This would have the added advantage of
g some of the load off the GOC. The GOC number is
           frequently very busy and commanders proceed without proper
           direction.
