           5. (u) OBSERVATION. Unmarked fuel tanks, inexperenced operators
           and fuel accountability.

           6. (Lt) DISCUSSION: No markings are on vents, covers or
           Surrounding area to designate what type of fuel is in a
           Particular tank. In addition, personnel were an hand to
           transfer fuel who had no personal knowledge of tank contents.
           Often the soldier to transfer the fuel was not experienced in
           fuel handling, or how tanks are gauged. This made a change of
           command type inventory lack creditability.
