            2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/06/91.

            4. (U) TITLE: Logistics: DOL/IPECO: Security of Underground Fuel
            Tanks


            5. (u) OBSERVATION: Lack of security for underground fuel
            storage tanks.

            6. (u) DISCUSSION: Underground tasks are currently on the
            installation that have open vents and spouts that cannot be
            secured. This presents the opportunity for pilferage and
            encourages the contamination of fuel.

            7. (u) LESSON LEARNED: Underground tanks normally secured by
            deployed units, must be secured by the Provost Marshal and bulk
            fuel custodians.


            B. (u) RECOMMENDED ACTION: A. Bulk fuel custodian make a
            visual inspection of all underground tank on a periodic basis to
            determine if maintenance is required.
                B. Perform required maintenance on a priority basis.
                C. Identify the unsecure underground fuel tanks and have
            them periodically checked by the Provost Marshal for pilferage
            and contamination.
