            operations.

            international or private relief authorities.

                     (9) (U) Assisting area damage control (ADC) survey
            teams.


                b. (U) Coordinating Instructrons.

                     (1) (U) CA operations must be coordinated and
            integrated with other operations.

                     (2) (U) Control of civilians and maintaining law
            and order is through the local civilian authorities where
            possible.

                     (3)  (U) Without specific approval. use of military
            resources for CA activities is prohibited.

                     (4)  (U) Captured enemy assets will be used to the
            maximum extent possible to support CA operations.

                     (5)  (U) Destroying civilian resources or
            facilities the will cause civilian hardship requires specific
            approval.

                     (6) (U) Water resources and captured'food stores
            must be checked for pois-oning and the presence of foreign
            materials before utilized by U.S. forces of distributed for
            humanitarian efforts.


                     (7) (U) The dissemination of information to the
            civilian population will be conducted through the lst COSCOM
            0-5 AND ARCENT.
