           PUBLIC AFFAIRS (U)

           1. (U) SITUATION.

              a.   (U) Enemy  Forces. Annex B (INTELLIGENCE).

              b.   (U) Friendly Forces. Basig OPLAN

              C.   (U) Policy.
                   (1) (U) DOD and CJCS policy mandate civili@n news
           coverage from the outset of hostilities.

                   (2) (U) Initial release authority rests with OASD-
           PA.

                   (3) (U) Transmission of civilian news coverage will
           be rapid. timely and consistent with OPSEC and safety.

           2. (U) MISSION. Public affairs activities will be executed
           to ensure civilian news media presence with frontline units
           and coverage of US combat operations prior to the outset of
           hostilities; to provide for the timely flow of unclassified.
           accurate accounts of combat operations to the American people
           via.the media; and to enhance public confidence in and
           support for US military operations by illustrating the
           capabilities. readiness. and professionalism of US personnel.

           3. (U) EXECUTION.

              a. (U) Concept of Operations.

                   (1) (U) General.

                       (a) (U) Primary civilian news media coverage of
           noncombat operations in pre-hostilities phase associated with
           OPERATION DESERT STORM will consist of a combination of
           pooled coverage of events/training/operations where accesg
           does not permit general coverage. and unilateral Individual
           reporting (with PA escort) where access permits.

                       (b) (U) Primary coverage of combat operations
           associated with OPERATION DESERT STORM will be via forward
           positioned Civilian Combat Correspondent Pools (CCPS).
           supported by Joint Information Bureaus (JIB) in DHAHRAN and
 RIYADH. and associated with operating units engaged in
           logistics operations.

                       (c) (U) Secondary coverage of CSS operations
           with OPERATION DESERT STORM will be via independent reporters
           using material gathered from a daily operations briefing in
