         DESERT STORM - PROCEDURES AND POLICIES FOR COVERAGE OF
         WOUNDED/rNJURED PERSONNEL (U)

                                     I
         1. (U) The governing concerns for news media coverage of
         wounded.and injured personnel are patient welfare. patient
         privacy, and next-of-kin considerations. Subject to the
         guidelines listed below, media visits to medical care
         facilities during and after outbreak of hostilities are
         authorized.


         2. (U) Requests to visit medical care facilities will be
         coordinated by the JIBs in RIYADH and DHAHRAN, by PA escorta,
         or by unit PAO'S.

         3. (U) Visits to medical care facilities will occur only
         with the permission of the facility commander. In no cage
         will media visits be allowed to interfere with medical
         treatment.

         4. (U) Media may visit only those areas of the medical
         facility designated for such visits by the facility
         commander. Operating rooms may be visited only when they
         are empty of patients and free of debris, such as
         bandages, that have been used during treatment.

         5. (U) A Public Affairs escort is reguired.

         6. (U) Permission to interview, photograph or record a
         patient will be given only when the patient has orally given
         his informed consent. witnessed by the PAO escort and
         appropriate next-of-kin notification has occurred.

             a. (U) 'Informed consent' means that thepatient
         understands that his photograph/videotape. recorded voice and
         quotes are being collected for news media purposes and that
         they may appear nationwide in multiple media outlets.

             b. (U) In addition to the patient's consent, the
         attending physician or the facility commander must authorize
         patient interviews.

  7. (U) The following prohibitions apply to media coverage
         of wounded/injured personnel.

             a. (U) Visual and audio recordings of personnel in
         agony or severe shock are not authorized.

             b. (U) Imagery of patients suffering from severe
         disfigurement or undergoing plastic surgery treatments are
         not authorized.
