                                PERSONNEL ISSUE NO. 2 Medical Special Pays
                                (SGHR ITEMS NOs. 107. 165)
    
         DISCUSSION: Medical special pays were authorized for physicians and dentists
         "not withstanding the requirement for orders-of one year or more or a
         contract." Certified Registered Nurse Anesthetists (CRNAs) and optometrists
         were not included in special pays legislation to waive the one year
         requirement. ANG and AFRES personnel were mobilized for 179-days, thus not
         eligible for special pays that Active Duty counterparts received.
    
         RECOMMENDATIONS: Permanently change special pays to reflect this ODS waiver
         legislation for all mobilizations without the need for last minute legislation.
         Include optometrists and CRNAs. AF/SG, AFRES, ANG, and ARPC develop special
         pay program for mobilized personnel that mirrors the Active Duty program
    
         ACTIONS REQUIRED: ASD/HA seek changes to rules governing medical special pays
         to alleviate need for last minute legislation.
    
         ACTIONS COMPLETED: Rules for duration of mobilization have been addressed to
         ensure ARC personnel are eligible for special pays.
