           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 03/01/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
           COMPONENT, C2 (COMMAND AND CONTROL), SUPPORTABILITY,
           INTEROPERABILITY, PLANNING, STAFF FUNCTIONS.

           4. (U) TITLE: COMMAND AND CONTROL: TENANT ACTIVITY SUPPORT


           5. (U) OBSERVATION: Much of the support that is routinely
           provided to tenant activities cannot be sustained during
           deployment. This is primarily due to the fact that there are
           reduced resources of personnel and equipment.

           6. (U) DISCUSSION: Tenant activities may have the manpower and
           equipment available to ease the burden of the installation staff
           and are often ready to cooperate in the effort to be a
           supportive team member.

           7. (U) LESSON LEARNED: Use available tenant unit resources to
           augment support of the installation mission. Their support is
           particularly beneficial for the various military boards.

           B. (U) RECOMMENDED ACTION:  Negotiate and execute Memorandums of
           Agreement between the installation and tenant activities which
           clearly delineate responsibilities the tenants can provide
           themselves, what areas will require the installation's continued
           support, and assitance the tenant unit can provide to the
           installation above and beyond their normal mission.
