           2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 03/01/91.

           3. (U) KEYWORDS: RWO (REAL WORLD OPS), USA (US ARMY), ACTIVE
           COMPONENT, C2 (COMMAND AND CONTROL), INFORMATION MANAGEMENT,
           COORDINATION, CRIT4 (OTHER OBSERVATION).

           4. (U) TITLE: COMMAND AND CONTROL: SJA ADMIN, INFORMATION FLOW
           FROM HO COMMAND


           5. (U) OBSERVATION: Communication/flow of information from
           Headquarters Command to the deploying members of the OSJA was
           poor.

           6. (U) DISCUSSION: The OSJA found out about things like weapons
           draw, MRE draw, ordering tents and foot lockers, etc., mostly by
           accident. Headquarters Command did not pass information down to
           the directorates effectively.

           7. (>) LESSON LEARNED:

           S. (U) RECOMMENDED ACTION: Have daily morning or evening
           briefings to pass out information to points of contact.

           9. (U) COMMENTS: (From Mob Plans) Daily briefings were held at
           0730 +or several months. Activities/directorates had the
           responsibility to attend and to obtain copies of FRABOs if
           normal distribution proved unresponsive.
