           Inventories


           5. (U) OBSERVATION. Commanders often were not available for
           UPECO inventories.

           6. (U) DISCUSSION: DLting inventories, several unit commanders
           appointed supply sergeants or )Ios to accompany UPECO teams
           during inventories. When it came time to sign hand receipts
           over to UPECO representatives, commands had deployed leaving
           UF'ECO representative with non-hand receipt holders for unit
           property (XO or Supply sergeant) to verify property Count -For
           the Commander and DOL.

           7. (U) LESSON LEARNED: Deploying commanders must ensure that
           unit -epresertatives with hand receipt authority are avail  able
           to transfer unit property to UF'ECO representatives.

           e. (U) RECOMMENDED ACTION: Commanders do not deploy until
           property is accountable and receipted from the commander to
           UPECO representatives.
