2. (U) Operation DESERT SHIELD conducted by USCENTCOM on 02/11/91.

4. (U) TITLE: C2: COORD BETWEEN INCREMENTS OF IST ID G-STAFF
FAILED DURING DEPLOYMENT
5. (U) OBSERVATION: The movement and handoff of responsibilities
between division B-Sta+f increments while deploying from Fort
Riley to the APOD, SPOD, and TAA was unorchestrated. Division
staff members departed immediately for the TAA upon arriving in
country.
6. (U) DISCUSSION: B-Sta++ members were not available to assist
subordinate units at port with coordination/supply problems; eg,
S2 rep was needed to obtain maps. LNO at port was required to
resolve problem areas which they did not have the expertise nor
time to handle.
7. (U) LESSON LEARNED: a. A representative from each G-Staff
activity should be a part of the liaison staff at SPOD to
provide assistance to arriving divisional units.
b. A HO Commandant representative also should be part of
the liaison staff at the SPOD.
