           4. (U) TITLE: Deployment: Housing Non-deployables Prior to
           Departure of Ist ID

           5. (?) OBSERVATION: The housing of non-deployable soldiers was
           accomplished via crisis reaction rather than good planning.

           6. (?) DISCUSSION: The prior planning location +or housing
           non-deployable soldiers was Camp Forsythe. However, OPLAN
           -Lexicon Danger stated that Custer Hill billets would be used.
           Since HHC, USAG received non-deployables  prior to the division
           leaving, it was difficult to execute the  OPLAN as written.
           Also, when a DEH rep was consulted about  the matter it became
           obvious that they never even had a plan. HHC, USAG recommended
           the locations that eventually were used.

           7. (@) LESSON LEARNED: Develop a plan. Thoroughly staff that
           plan. Make changes. Practice plan. Follow the plan.

           not change in mid stream.
